Instabase stopped asking engineers to be more disciplined about Jira

Instabase maintains Jira hygiene without running a Jira hygiene programme, and the downstream effect shows up in project forecasting and delivery.The mechanism matters here. Nothing was fixed by asking people to try harder. The update simply stopped requiring a detour.
